About the role 

As a Capability Business Partner, you will manage learning and capability development projects from concept to delivery, building a safe, skilled and competent workforce and driving activities that strengthen our organisational talent. 

You will manage learning initiatives and pathways as part of the WesCEF Competency Management System and WesCEF Learning & Development Frameworks whilst ensuring ongoing continuous improvement, competency and compliance. 

 

Key responsibilities will include:  

  • Lead end-to-end capability and learning initiatives, partnering with stakeholders to deliver effective technical training and competency outcomes. 

  • Collaborate with business SMEs to design, develop and maintain capability and competency frameworks, matrices, training programs and digital learning content. 

  • Apply instructional design principles to create and continuously improve learning solutions aligned to adult learning, vocational education and organisational standards. 

  • Design, coordinate and improve technical training pathways aligned to role requirements, site risk controls and the WesCEF Competency Management System. 

  • Analyse capability gaps and development needs at individual, team and business unit level. 

  • Maintain governance and quality assurance over training, assessment and instructional design to ensure safety-first, compliant and audit-ready practice. 

  • Source and manage external training providers to deliver cost-effective, high-quality learning outcomes. 

  • Contribute to safety initiatives and continuous improvement to maintain industry standards and compliance.  

 

About you  

  • Certificate IV in Training and Assessment and/or Diploma in Training Design and Development, or equivalent experience. 

  • Experience in the design, development and implementation of blended learning programs with expertise in instructional design and adult learning principles. 

  • Experience in design, delivery, facilitation and evaluation of capability and competency frameworks. 

  • Current knowledge of legislative statutory & regulatory codes, ethical standards and industry best practice. 

  • Strong collaboration, communication and influential skills 

  • Experience working in changing environments with demonstrated resilience and ability to pivot when required.
